No, Windows 10 has been specially designed to operate on multiple device types. It’s likely that it will be released in phases for different devices, starting with laptops and desktops then moving to phones, tablets and other devices.
If you’re upgrading from a Windows 8.1 / 8 / 7 device you can keep your windows settings, personal files and most apps.
